New delivery models need a different team
- Funding stuck at 11 December makes some contractors wary of adding permanent headcount. The firms that keep hiring estimators and supers through the noise will be first to scale when a bill lands.
- Design-build and P3 work needs design-build managers, preconstruction leads and commercially minded project directors, not just strong bid-build PMs.
- For 2027 plans: Roll-ups make retention the first job. Lock in your superintendents and utility crews before competitors come calling.
